Rivers Transition: Tinubu Orders Ibas to Prepare Handover Notes for Fubara’s Return

Sequel to a closed-door meeting between President Bola Tinubu and the Sole Administrator of Rivers State, Vice Admiral Ibok Ibas last Wednesday at the Presidential Villa, there are indications that democratic governance is about to be restored in Rivers State and Governor Siminalayi Fubara returned.

Report from Sunday Vanguard revealed that President Bola Tinubu at the meeting had issued a directive to the Sole Administrator of Rivers State to prepare a detailed handover report summarizing his six-month emergency administration ahead of the handing over which is expected to take place on September 18, 2025.

According to the report, the handover notes should explain all the funds inherited from Fubara, revenues accrued within the six months of the emergency rule and their respective sources “as well as expenditures during his stewardship and the various projects the funds were channeled into within the period under review, with clear specifications.”

Already, in preparation for the transition, the state government had announced a public lecture slated for September 16, at the Banquet Hall of Government House. Titled: “Democracy and Good Governance”. The lecture which will start at 9:30 am will have Ibas as Special Guest of Honour and other invited dignitaries.

As well, Fubara who has been away from the country is expected to return on Tuesday 16 the same date President Bola Tinubu who has terminated his vacation is also expected into the country.

There is now every indication that the six month emergency rule which was announced on March 18, 2025 will end on September 18 after rumours of postponement. .
